Non filling of posts - why?

No forward looking business can survive without a highly skilled and motivated workforce. The policy to close posts to external entry starves the enterprise of new skills and ideas and energy. The absence of externally delivered training further exacerbates the problems of only looking inwards and can remove motivation.

Why the contribution is important

A fully motivated workforce should expect progression. This can be achieved by rewarding skill, experience and enterprise. Certificated and serous training is a route to this and is a measure of all first rate businesses. If Glasgow is the best local authority it should already be on this message.
